The bottom seal, called an astragal in the trade, is the flexible strip along the underside of the lowest door section that squashes against the floor when the door closes. Retainer condition and fasteners
The aluminum or plastic retainer that grips the seal is inspected along its full length. With the door closed and the lights off, the floor line is dark from one jamb to the other, and the draft that used to move across the floor is much reduced. Is the seal on an insulated steel door different?
Sometimes. Many insulated doors have the seal channel moulded into a plastic cap that wraps the bottom rail, which takes a specific profile rather than a generic one. If that cap is cracked or the channel has opened, a screw-on aluminum retainer can be fitted over the rail so a standard T-style or bulb seal can be used from then on. Identifying the retainer at the first look settles which route applies.
Should the side and top weatherstripping be replaced at the same time?
It is worth having them looked at while the technician is there. The vinyl fin on the stop moulding around the jambs and header shrinks, tears and hardens on the same schedule as the bottom seal, and a draft that survives a new bottom seal usually comes from the sides. Doing the perimeter in the same visit saves a return trip and leaves the door sealed on all four edges.
The seal looks fine, so why is there still daylight under the door?
A seal can look intact and still have taken a permanent set, so the bulb no longer springs up to fill the gap. Otherwise the gap belongs to something else: a door hanging out of level, a bowed bottom section, a floor that has settled at one end, or an opener down limit set so the door stops short. The first look during the visit sorts these apart so the fix goes to the right place.
